The Pennsylvania Railroad selected the 4-4-4-4 Duplex Locomotive with 80 inch driving wheels, but after some corporations and arguments with the PRR and Baldwin over the next few months, the Railroad reassigned the contract for the new locomotive into a four-way collaboration between The American Locomotive Company, Baldwin Locomotive Works, Lima Locomotive Works and the PRR in 1937, with the design having evolved from the planned 4-4-4-4 into a 6-4-4-6 for needed adjustments in June of that Year.
